Hmmm... how about IPB.Free ? I`m using my forum on this board and don`t have any problems such as server failure and so on, but I`m not sure about the phpbb3 optimisation.

It'll definately help with all the clutter. I'm just giving optimization ideas, because I'm done recommending hosts. Delete old sticky topics, rule topics, useless topics, etc. Accounts that are never used from 2006-2008 should help too.
