We can't really know, because the Bar exists only ine the FMV and in the game you can't see any landmark. Only a big street.

Whatever, screw the question. Though, you can see a landmark. One block southwest of Wrigleyville (wrigley park) you will see a nice big neon sign hanging off a building. It reads "Red River Bar" So the place exists.
