Nice, i didn't seen this video before. However, it would have been interesting if he put all the cop speech in this video.

I wanted to note his version doesn't have that static background noise - how did he achieve that?

About your message, there is only the youtube link inside of it.
For the static background noise, well i added it between each sound. It was recorded on a shortwaves frequencies website. To get the sounds i used epsxe, spu plugin and eternalspuplayer.
