Is it possible to change certain images in the game?

Nearly everything. Use SLConverter to extract and replace .dds files from .vgt, .pcs, .vvs, .vvv and .dam files.

Take for example the image in my avatar, I would like to change those umbrella shutter textures to blue, just a random dark blue.

Ewww, I`m sorry if so. It`s very hard to explain, just do mess up around the files and try to get something working. I don`t remember which exactly were the scenery files, sorry.

They're called TEXTURES. -_-

The truth about modding for this game is that nothing ever was really achieved as the files are all locked. Yet the only things that can be changed are images in the game.

Nope. True about only textures can be replaced, but the truth with the models is - they cannot be being decoded yet. We only can about suspect that the extension for them is DirectX format.

Regarding swaping textures (images that might make up that umbrella), at the moment its more trial and error. Try importing one file to the software and looking for an image you recognise. At least that is what I think you have to do.
