Well, looks like I've somehow managed to fix the colors! No more will you see the same boring, plain, and just flatout ugly colors, and the secret cars of Miami spawn in the correct colors (as seen on the PS2) version.
This fix gives the traffic cars a much more colorful palette, resembling that of the PS2 version. Thorough testing has revealed that more than 80% - 95% of the PS2 version colors will now spawn, as opposed to the XBOX/PC version's 15% - 25% of the colors. And to think, all it takes to fix this is one simple hex edit...
To fix the car colors, simply open "Driv3r.exe" with your favorite hex editor (here's mine) and, depending on your game version, navigate to the following line(s):
