Alright so the ped sprites I drew are TERRIBLE. Does anyone have any (they have to be animated, top-down, and transparent) ped sprites I can use? If not I'm probably gonna use ones from GTA1 (but they'll all be yellow...).

Those from GTA2 (it's an freeware game so you won't have trouble downloading it).

I have GTA2 I just don't know how to mod GTA2 to extract everything.

Open GTA2 sty Tool > open > search were GTA2 is installed > data > ste.sty. It contains all sprite data, including peds.
