Have you ever wondered why the multiplayer-exclusive levels exist? If the engine could handle traffic in multiplayer, it would probably be that way by default.

Right now i have been able to add cops to multiplayer maps, not gamemodes.

I have found progress towards what you're looking for.

What your asking for starts around 29:32 but also feel free to watch the whole video if your interested.
I was able to get a police blockade to spawn and chase me in split screen with multiple codes.

This is no where near perfect but it works kind of.
