I've been playing around with the GeDoSaTo utility and with Driver, I've been trying to find an alternative to SweetFX, though I've been having some issues with it, but I'm assuming I'm better off contacting the author instead.
Most in-game models are invisible, the only things being rendered are the car windows along with some lights meaning that the game is pretty much unplayable.
