I use ePSXe as well. It just depends on what video plugin it runs. I use P.E.Op.S. Soft Driver 1.14. The picture on it is closer to the original psone's. Other plugins seem to do great upscaling so that the piсture becomes more clear, as the result all the drawbacks of the game's graphics engine become too visible. Why do you think Driver 2 is so much underrated by the people who once tried it on emulator and obviously never played it on original psone? Also if you want to reduce such effect to a minimum simply enable TV scaling mode in plugin's settings. That thing changes an image drastically

Does thing let me play PS1 games on my PC?

Yes. It is excellent, just difficult to set up. It even works with my XBOX 360 Controller for Windows, however the trigger buttons are not fully compatible.
