I see this deal called User Attachment Control Panel. I don’t see how to use it, though, or what all it's for.

Does that have to do with uploading pictures that can be included in posts, or for submitting screenshots?

Can images posted and displayed at DriverMadness.net be hosted here, or only referenced using [img] tags?

What is a user’s album, and how does one access his or her personal album?

To see yours, click on you name, and then on "Photo Album".

Now its disabled coz they was a problem.

You can add an attachement when you reply to someone; click on quote or preview, then youll see at the bootom the attachement option

The user album is being fix and should be ready really soon.
To add an attachment to your post you can use the post reply feature rather than quick reply. Go down to the add a attachment section click browse search for the file like you would in any other program then double click and press "add attachment" making sure you added a file comment.
