dudes chill out and sit back as i will tell you something
anyway i found a way to open files

I downloaded Game Extractor 2.0, i Instaled Driver Parallel lines, and i opened game extractor and opened the file: \Driver parallel lines\Characters\Nyc.sp (YAY) then i test it on other files like: Vehicles, Cities, Sound.
