It's not only for the vehicles, you can modify all the buildings, cars, trees, road, etc, etc...

I'm unable to make a car mod, I only know how to change the textures with DTE.
You can find a CivCar mod (Drivable civil cars, I think you already know this mod).

I repeat : This software is not a mod creator, it's just a texture editor.
If you want to play with the models like the Grand Torino, you must have the BMP file (256*256) of the textures of the car and modify the texture of the proper car.
Unfortunately, I don't have the BMP of the Grand Torino, but I can ask to the creator.

EDIT : This texture is the new version of the Grand Torino, but I think he missed the white line on the car.
