Allows you to drive civi cars,use the EXE for what ever city you want to drive the civ cars,(NEWYORK exe is for new york cars,etc).Has a sound mod I put in myself,the car crash noise has been replaced.

Wheelman, it replaces the cars. You need to create a copy of the program folder and install it in one of them.
