I don't have the PlayStation version but in the PC version I know once you complete the game you have the ability to select any car for Take A Ride Mode.

yes there is a way i think you hold L1+L2+R1+R2 when selecting the city

I don't think that using those buttons work. Probably using a cheat device like Gameshark or Action Replay maybe.

It's not possible in Miami for PS1, but with a cheat device, you can get the po-po's cars for NY and LA.

Yes. There was a dude on YouTube who actually had a cheat that unlocked select a car and Newcastle
