FINALLY
In addition to my other threads in this D1 forum, I have discovered only certain copies of the PC version support the music.
Many people have stated this is not a problem, and not a single message board, including archived ones, have figured it out for all those people who said they couldn't hear music.
I recently purchased a boxed version, which, after trying out on 5 different PCs w/multiple operating systems such as W95, W98, XP, and Vista, not a second of music would play. I ran into the same scenario EVERY time; was not able to turn the music 'ON', was not to hear any music. I went through hundreds of forum pages, present and archived, and found no explaination or answer to why myself and many others could not get the music working.
I bit the bullet and bought another copy, which happened to be 3x LESS expensive, the "jewel case" copy. As soon as I popped it in the first PC, with no patches, nothing...*bass line* DUN DUH DUN DuDUH DUH DUH lmao you get the point.
The CLINCHER:
The faulty 'retail box' copy was produced in 2000 and resembled the working copy exactly in design, but had multiple colors (a deep black and "YOU ARE THE WHEELMAN" in yellow); surprising the better looking copy doesn't work. The working copy resembled the PS1 Non-Greatest Hits disc exactly, and only had one hue of blue, lacking the black and yellow. It was produced in 1999, the first press of it.
The BOTTOM LINE:Being that I have not tested the newer presses which Atari created, my assumption is that they too lack the music (only because this newer 2000 version lacked it, as the 1999 did not). Also, I am appauled at Reflections/GT Interactive for this. I figured it would at Atari's hand, as most game disasters are, but this 2000 copy (before Atari was in the equation) lacked one of the most quintessential part of Driver. THE MUSIC! I have no idea why this happened and I wouldn't be surprised if the former employees of Reflections/GT Interactive don't know either. I am surprised that I am the first person on a Driver forum to figure this out (questionable), but I hope for all those people that asked for help on multiple forums about the music not working read this post!
*I am experiencing the 8 second music loop glitch right now, but that's a problem easily fixed. Regardless, it has the music files, the fact that they're there is fine with me, but I am NOT cool with merchants selling faulty copies. Who the hell wants to buy an incomplete game?! I am sure the merchants don't even know this though, so it's not really their fault. Sh*t happens.
I purchased my working copy on http://www.amazon.com under a buying selling the [Jewel Case] for $.01 and $3.99 shipping. Be sure to look for [Jewel Case] in the title, as there are two links for Driver PC; Driver PC and Driver PC [Jewel Case].
