are you looking for a save game where you get that mission where you get into the police chief's mansion?

the answer is no you can't load the game at that point in the mission you can only save the game just before you do that mission and load up that save game and drive to that mission.

In the pc version once you have completed the game you can go back and play any mission and at anytime even before completing the game you can become lazy and press the "T" button to port straight to the next mission without having to drive there.

I don't think so, but there is a glitch which enables you to go through the walls in the game, maybe you could try that glitch. If you don't know what I'm talking about I'll try it myself and make a video of it!
