Audio Archieves
As you have proably have known there are a few audio archieves within Driver: Parallel Lines well about four months ago I shared some extracted examples from these archieves and I never got enough time to tell you all how I extracted these.
Well first you'll have to locate the CHRSOUND.DAT, SOUND.GSD and SOUND.SP. Then you'll need to download the MF Audio application with this application you'll be able to play these files.
When first using this program you may have no idea how to get it to work so I have given you some pre-defied settings and if you can think of any better combinations please post them to make them avaliable to others.

File Parameters
Frequency: 16000
Samples: 16
Channels: 2
Interleave: 0
Offset: 0

File Contents:
This file contains sound fx. No voice acting. Just car horns, engine sounds. Explosions, Crashes, footsteps, gunshots, menusounds, water splashs, ect...
Notes:
Parts of this file don't sound correct, this could be because it's using another Frequency or it could be other information put in this file for another purpose.

That's all I have to say now.
Considering these files can eaily be read via. this application I belieave it is possible to create a program to extract and import audio files, unfortuanatly my programming knoweldge is barly near enough to acchieve this I hope someone passes by the community and takes a shot at creating such a tool, So we could customise the audio within the game.
If you have any problems with this application and need some help feel free to ask.
Due to my time avaliable at the moment I have competly finished this document, however when I get into the holidays I'll explain everything in a little more detail if I can find the time.
for now have some fun listening to the ingame audio tracks and see if you can find anything which isn't a part, when playing the game. You might be able to find a mission which was removed and the audio files where left within the game.
