ok so i've edited tanner's texture and combined it with the miami PD cop uniform. the result is sweet! only problem is. that the shirt is shiny as hell. anyway here are some pics:

Remove the alpha channel - "shiny" problem fixed. In fact it still has the alpha channel of tanner's clothes, that's why.

The game uses it as a specular map, that's why it's shiny. Specular = shininess.

skylabh helped me by pointing out this program DXTBmp so that it keeps alpha channel intact. so thx skylabh

I watched your video. On 0:56 woman in shorts - this pedestrian only appears in missions. In Take a Ride appears only if you replace the file of Take a Ride on file of any mission (mission01.dam for example)
How do you explain this? I hope this is just a coincidence

The beta Tanner with the Driver 2-style suite? That would be THE thing to do obviously. I really didn’t like the shirt and jeans he had in the final game. I mean it looked alright in cutscenes, but not during gameplay. The suite is just so much more classy. I like the cop uniform too, fits him really well.

It's been tried, it looks lousy. You'd have to edit the model for the best effect, and that's impossible ATM.
