Ok, so I was trying to find a way to change the Miaimi cars into Nice cars and vice versa, so I went to the cars folder, went to the Nice and Miami folder and changed everything. Then I loaded the game up and guess what? The tires and windows had different colors! The colors change as you play, it's quite a cool MOD because mod means to change something in a game and I changed the tire and window color. Try this out it's quite cool!

Also, if anyone knows how to change Nice cars into Miami and vice versa please tell me!

I've tried that, but it's absolutely stupid and doesn't work right.
I've made a copy of Atari\DRIV3R\Vehicles\Istanbul and renamed the Miami folder to MiamiOLD and the Istanbul-copy folder to Miami, i've tested it ingame and the result was that the cars had flicker textures on tires, interior, windows and door panels. It's weird that i doesn't crashed the game at all.
However you can extract those .vgt-files with SL Converter and edit the .dds-files and re-import them and you can make proper texture mods
