I've only looked at the first 25 seconds of each video and lightly read the discussion here. But from I can see there is no sufficient evidence driver can be modified. All I can see is model and texture rips from the PC version.
There was an application a while back I played around with that was able to rip models and their textures from almost any game which was directly compatible with 3dsmax. 3d models could then be exported into other programs after slight modifications.
Noting the city models extracted where quite processor demanding quite awkward to play around with on a slow machine. Nothing I was running the app on a 7600GT video card and merely running P4 3Ghz Processor with 2GB Ram. Although I still haven't upgraded today's computers could run it more comfortably.
You'll have to wait until someone actually imports a new model that wasn't initially in the game and demonstrates it in the actual driver games engine.
On the other-hand the go-kart model did look much cleaner than my extraction use of the 3d ripper back in 2007. Either the software works much more efficiently now or the tanner model and go-kart had been cleaned up.
If this person managed to rip the models from the model file and not while running the game. Then there is a possibility. But then an app would have to be developed to import and export models. A map editor would almost be impossible. With the encryption methods reflections interactive use.
Put simply I don't believe this application could be possible without strong community support. Without a large pc fanbase I don't think this kind of modding is possible. Lets say they were as popular as the gta series then modding may be possible with those knowledgeable people out there would take the time to mod it.
So sorry to let some of you'z down. I could be wrong but it'd be unlikely.
