How the hell do you make an 88kbps .wav?!(sound modding)

I'm trying to replace a traffic car horn, and it has to be 88kbps....however, Audacity, Goldwave-NONE of them let me set the bitrate to 88kbps.

I guess you need a converter to do this. But did you try a different bitrate, as a test ?

Use Goldwave sinces it's more advanced. If it doesnt work well, try using CoolEdit Pro 2

I have tested with a horn sound from Driv3r and it works fine. It has been converted at 8 bits, mono, 11 khz in pcm format, and its bitrate is 88 kbps.

Skylab, what converter did you use? :D

I used the Audio Recorder that comes with windows.
You know, go to start-all programs-accessories-entertainment- audio recorder (not sure if that's the right name in English for it though)
Open the audio file, go to properties, clic on convert now, choose the right settings and then save.

As mentioned by Racing, you can use Cool Edit Pro 2 to do the conversion.
And the wav file will be automatically set at 88 kbps. :)

Or you can indeed use the windows Audio Recorder mentioned by k9Underdogg.

What are the settings? I can get it to pop out either at 64KBPS or 128. Either way, it plays too fast. :(

You're welcome. Once done, you can check the bitrate in the file properties.

Oh, is this why my siren sounds have been playing too slow or too fast? Interesting! Thanks for the answer! Now, if only I could figure out how to stop the game from nerfing the volume...
