And, Lanico just used traffic vehicle controler cheat, then he switches to player car, the traffic car used, freezes. Not a hack, j/k, just Gameshark sh*t (what Clutchy said).

Well Lanico uses a code that Stops computer control for each individual vehicle, then "steals" the car. He made the Computer control off, like those parked outside Houses...
He can switch off Cop's Computer control and "steals'' it, even from a row of cars and cops
