I can answer your question for you. The reason the cars are darker than the ones found in normal levels is because their Diffuse color is darker than usual. It's always a good idea to have a light-gray or white Diffuse color, but in order for Reflections to simulate the effect of the cars being in a parking garage, they lowered the Diffuse values so that they appear to be affected by the lighting. A cheap but effective way to make the game feel that much more realistic.
