OK, find the chase missions you want. For starters, we'll use LAA1 (Los Angeles Pursuit 1)
Start out by backing up:
LAA1.PADS
LAA1.PINGS
LAA1.PLAYER
LAA1.LEADER
~~OPTIONAL~~
Start a free roam game in LA. Stop your car where you want your car to be. Make sure you're completely still. Now quit. Copy the STARTPOS.X file and paste it into the ReplayData/Chase folder. Delete LAA1.PLAYER and rename STARTPOS.X to LAA1.PLAYER. Now go BACK into the game, and drive to where you want the lead car. Make sure you're completely still. Now quit again, and repeat the process, but this time replacing LAA1.LEADER
~~END OPTIONAL~~
Now, don't delete them, but instead rename LAA1.PLAYER to LAA1.PLAYER1 for now.
Now, rename LAA1.LEADER to LAA1.PLAYER. Then, rename LAA1.PLAYER1 to LAA1.LEADER
This will allow you to use the opponents position to make your little chase mission.
Then, start out the mission, and just start driving where you want him to drive. Because not much is known on how to make your own chase very well, it will say you lost your target. So, after you're done going haywire and stuff, save the replay.
Now, go into ReplayData/User, and grab the $TEMP$.PADS file, copy it, and place it into ReplayData/Chase.
Delete LAA1.PADS and rename the $TEMP$.PADS file we copied into the folder, and rename it to LAA1.PADS.
Restart your game, and play Los Angeles Pursuit 1.

DISCLAIMER: This tutorial is very, very alpha-ish and probably is very wrong. VERY wrong. We all know Reflections/GT coded the game, so they did it perfectly, but we as the player were never meant to get in this stuff, so people like me, slick, and someone, all help out to crack the coding.
