I noticed some of the computer screens had the blue screen of death that said Reflections instead of Windows.

on the ps2 and xbox versions of the game those weren't there.
They changed them when ubisoft purchased reflections interactive and released the wii and pc versions.
On the xbox and ps2 versions something different was there.

No it's exactly like that, the quality is not as good, but the covers are the same, and on one of he computer you see TK head.

From what I remember, in the PS2 and Xbox version you see multiple pal region covers of Driver, Driver 2, and Driv3r on the shelfs.

You probably do, I would get my xbox out but it's so much work considering the games right on my pc.
I have been planning to work on a comparison some time in the future.

Interesting. Can you get in there after beating the game?

Unfortunately, you cannot.
Nor. Will you be able to access other places such as Rikers Island.
But it is possible to get into these places with a certain glitch, where you get a car place it in front of the wall you want to get behind, get another preferably larger vehicle and push it into the wall. Once it's half way you can get into the car which is sticking out of the wall you wish to get behind and from there you can get inside whatever is behind that wall.
When the DriverWiki is up and running there will sure be a page which will explain this glitch in great detail.
