Refuse Truck and School Bus on the PC version in '78?

Do they spawn in '78? I have yet to see one.
Yeah,both vehicles appear in 1978 but they only appear in my PC version if i start to collect some cars from the streets and put them in the garage,after that more cars appear in the city.
Also i've seen more cars if i completed more missions and side jobs in 1978 era
