I think that GTA is a Driver clone. The first GTA that was in 3rd person wiew (GTA III) came out in 2001.At that time D3 was in the making.Makes sence, doesn't it?

Neither of them are really clones of one another, but i think that each company warrants the merit of competition from the other game which is why they tend to be poking fun at one another, they also play off each others strong points.
So really it's a pretty brilliant match up really. They both help eachother to be better!

Neither of them are clones. GTA clones is just a term created by critics to refer to other games with freem roam gameplay. If both games were real clones, True Crime would also be a clone of both games. Even Tony Hawk's American Wasteland would be a GTA clone because of it's free roam gameplay.

If Driver and GTA are some sort of Clone why aren't they calling Track Mania a Stuntman Clone. Or perhaps Gran Turismo, Forza Motorsport and GTR a clone.
In that case I'd choose Neither.
No one cloned anyone, I'm sure that all the free-roam games considered GTA clones by the media and gta fans would still exist if GTA never existed.
Of course game developers would still be looking for a way to keep players interested. An open ended enviroment does this.
I also pretty much agree with Nick and Daltarin-Elite.
Also remember all driver games have been in an open environment.
Driver 2 with the ability to get out.
Driver 3 with the ability to use weapons.
Driver: Parallel Lines with no proper front-end where missions are started within gameplay itself.
