Is it possible to change the textures of the car in the Driver 1 PC demo?

You should be able to use the Driver Level Editor. I've opened files from the demo before, so I don't see why it wouldn't work for you.

Is it for Ubuntu, Mac, and Windows?

Windows of course.
There is no Driver demo for Mac/Linux.
Plus whats the point of making a driver level editor in another OS other than the Operating System of the game.
