Definitely somewhere in the 80's, I like to think it's supposed to be set in the early 80's.

I'd say anywhere from 1984 - 1986. However, in an interview in mid-2000, Martin Edmondson said that Driver 2 took place in "contemporary times", meaning it only looks old school, but it's really taking place in the year the game is released.

In Havana and Vegas can see Yahoo Games billboards. The Yahoo Games was launched in 1996-1997. So, I think 1996-2000 year

It's like Driv3r, old school stuff mixed with modern tech and stuff.
About the billboards, probably they were used for ingame marketing reasons, for more profit. You can also see some Diesel kind of graffitis.

Yahoo Games, Mountain Dew, and Diesel are marketing placements, so I don't consider that canon.
Can you dig up anymore info on that truck, Coronet?
I'm inclined to think that "contemporary" could also mean that you identify the cars are from a specific era, so the rest of the game fits on top of that. Driver looks kinda late 60s - mid 70s to me, and Driver 2 always had that mid-80s feel. Of course because the cars are the focus of the game, it makes sense to say that the year fits around them.
