Some stuff i saw in a beta video.

Okay this is really cool but lame it didn't make it into the final version 
In Rio, there is a place called URCA, In the video you can see Cars Driving there!
I also went there one time to find parked cars there! Normally there are no cars there, no driving, no parked.
I don't get it.
And in Havana, Around the church is a circle road, you all know it's near the start. You can find cars parked there... but in the video, you could see them both Driving and parked!!
But what i don't get is why the developers Just Threw out having cars driving in these places!!! it's kind of weird :/ I'd love to see some life there... but nope.
