I'd like to draw attention to this:
Grand Theft Auto "Max Pack"
This is a recently-released emulated version of Grand Theft Auto DOS with London 1969 and 1961 included. It is hands-down the best way to play the classic Grand Theft Autos, especially since the DOSBox branch it uses supports save states (Alt+F5 to save, Alt+F9 to load). I have been trying on and off for years to get GTA/London to work nicely with newer Windows versions, let alone with save states, and I am having a blast with this emulated version. It is almost perfect, and I'll never go back to the Windows ports.
Grand Theft Auto 2 works a little better with modern operating systems, but here's some useful tweaks and utilities for it:
