How to use the XA2WAV and WAV2XA Audio tools?

yer so im new to this modding community. i have done a little before on GTA SA / SAMP.
anyway would like to no how to use the audio converter tools and how to use the SLTRAODL tools. plz could sum1 post some kinde of tutorial for these.
i would like to change some sounds and to skin some textures on cars.
so..
1) how to use the XA2WAV tool
2) how to use the WAV2XA tool
3) how to use the SLTRAODL tool
4) how to make a skin for a car (u mentiond these files can be edited in photoshop, which i have)
