In your opinion who is the responsible of the decadence of rock music: hair metal, grunge, nu metal or the music industry itself?
Do you think that gangsta rap started the decadence of rap music?

1. That is a great question. Perhaps all 3? I am not a metal fan in the slightest, so this may be out of my league. I think the music industry most likely, considering that anymore, it is quantity > quality.
2. Not really. More of quantity > quality. 80's rap left a bit to be desired, but I enjoy 90's a bit.

Rock isn't in decadence. Rock is a very diverse genre with many substyle. There are many great bands out there, but they probably won't reach mainstream popularity so you'll have to search for them.
The same thing applies to rap or any other genre.
