Yeah the fact it’s low frequency is a good thing, haven’t heard of such a thing before! But it’s still dumb, because people will eventually get used to the “alternative” sound as well, are they going to use a new sound then? I’m pretty sure there’s other solutions to the problem of people staying in the way, I’ve been to bigger cities than New York and I didn’t see any problem for police cars getting through traffic, and it’s all very simple: stay in the way and you get a big fat fine which will cost you a few months of your income, probably it’s the case as well in America but it’s just simply too much of a chaos for them to handle everything. On the other hand, they probably have dashboard cameras as well so they could find out who owned the vehicle in question thanks to the number plate. Since the 1st of January 2012 there’s a new rule in Austria that says you need to form an “emergency corridor” on motorways and other fast streets in case the traffic begins to slow down, no matter if there’s an emergency vehicle or not behind you.
This obviously wouldn’t work in the city. But the point is, again, if you’re in the way, it will cost you 2,180 Euros. For those from America who’re wondering, it’s around 3000$

And that’s some kind of fix cost, I don’t even want to know what happens to you if someone dies because of you, because an ambulance comes too late, or a similar scenario. Have fun trying that!
