Overclocking Video Card

I've been considering overclocking my video card because of how much lag I get in DirectX and OpenGL games. Thing is I don't know anything about how to overclock and whether or not it would be a good decision. I don't want to damage my video card. How much of a difference is it going to make in my frame rates? What are the risks of doing it? Any help would be appreciated.

Download the NVIDIA control panel for the card, should let you overclock with that.

I've had it and I can't find an option for it. I've looked all around for it in the NVIDIA control panel, there is no option.

ok, it might be another NVIDIA software on there website for over clocking, but i have once had it installed, so it is there somewhere.

I have not been able to find any overclocking utilities on Nvidia's website. I searched that website up and down. I'm not too concerned however. I plan on asking for a new video card in October for my birthday. I am looking at the Nvidia GeForce 9600GT, since its cheap and powerful. I do have one question though. I have a really sh*tty processor. I have a 1.6Ghz dual core Intel Celeron. If I am to get the new video card, can it make up for some of my weak processing power? For example. UT3 recommends a 2.0Ghz processor. Would I have enough power to run it maxed out? I don't really understand this dual core single core sh*t so if someone can explain it to me in dumby terms since I ain't the most technologically intelligent, I'd appreciate it.

1.6ghz daul core is like saying you have a 3.2ghz single core, it doesn't quite work like that but if it recommends a singe core and you have a lower daul core, you should be pretty right, and also the graphics card can pick a small bit of the slack, however not much

So I should be able to play Unreal Engine 3 games and Starcraft 2 all maxed out or close to it?
By the way, thanks for all the help so far Galen. I appreciate. I'm sick of playing games on the lowest settings and still getting lag.
