The only way I see someone helping you is if you have bags of money, or it be something that you think someone will be interested in helping you with. If it's driver related, I'm sure you'll find interested people around here.
But if it's for something unrelated, you may as well expect to pay some $$.
and paying by webhosts is useless, there are tones of free hosts out there!

Alright, that's it, listen up.
I have had a rough day so far.
I have a co-admin who is helping me set up a forum, and he chose ONE HELL OF A ****TY WEBHOST!!!
I am on the verge of firing him. He has delayed the project twice. i will not deal with incapability. Yes, I will make it DRIVER-related by adding a special forum for it. But the rest is social forums and site boards. i will add a total category for DRIVER if this something happens. If my co-admin pulls through, there will be a DRIVER board. If not, one of you should work quickly for an entire category. I will no longer deal with delays.
If you want specifics, post here asking for them.

ClayC: Don't take this personally but from what i have read it seems like you are only creating your own website because madness wont let you be a moderator?
i may be wrong but this is what i am getting as a first impression. I would also ask Coyote's theory on it?

No, it is not because Madness won't let me be a mod.
It's because i enjoy GameFAQs, a website. I want to create a spinoff of it. if I can't be a moderator, that's ok.

Actually, I've forgotten about the moderator issue. It no longer bothers me. My co-admin has also come back from his fishing trip and said he would work out the issues.
I will NOT go in partnership with madness for I do not think he's knows the source code I am using. It's called zenFyre. If he wants to work with it, I'll give him the link.
My co-admin is a GameFAQs user as well, and knows it as good as me, even though he knows PHP, and I don't.

GameFAQs! i take that offensively as I am a 4-year user.
And zenFyre is a source code made to look like GameFAQs. It could be better, but it's the newest gameFAQs spinoff source code available.
It's a wreck.

I use it for pop-ups. Otherwise I use source codes I find.
And when you go to boards.gamefaqs.com, go to Message Board Annoncements, then go to the last page, and tell me the username you find.

JavaScript is still used for a lot of things. But there's even better now : AJAX !

It's 50% HTML + 50% JS

Haha yea it's also a cleaning product. If you know HTML and JavaScript, AJAX is very easy to use. You can get some good tutorials at W3schools. AJAX allows you to make things that have to be connected to the server all the time, for example a chat : you can make a chat for your site that is like MSN, instant messaging, and you don't need to refresh the page to see new messages.

No I'm not, I'm designer, not programmer. However I know how to program ... I don't know how to code with AJAX but I've read a tutorial once and done some cool stuff with it, and it was not that hard
