Total Team Control derives from the new teammate features: one can switch control from their driver to another car on their team during a race, and can command the teammate to follow, block or work with the player.

Battlefield 2: Modern Combat
Released: October 2005
Hot-swapping allows a player at any given time to "switch bodies" with any friendly soldier in their line of sight. Since the game does not allow the player to pick up weapons or kits, this allows the player to switch player kits and use different weapons and equipment, or to switch to a friendly soldier in a vehicle. Hot-swapping also allows the player to quickly "travel" through an area to have a view point from another soldier and use it to their advantage.

Team mode allows you to toggle between the cars in your team during the race; cars that you are not driving are driven by the AI until you select it.

Not sure if this counts, but I would include some of the LEGO games. They allow you to switch to your followers or anyone else.

I remember Modern Combat, heck of a time. I remember once they showed off DSF and Shift for the first time I was super excited and I'll be damned if they didn't deliver. Loved it.

Sorry for bumping this, but actually if this is considered shift concept, then we can say it originates from Need for Speed: High Stakes. When playing in pursuit mode, you have the ability of shifting around with the other cop cars during the chase, even ordering them to follow you, deploy roadblocks, spike strips etc. And that's a game from 1999.
