GTA 4 trouble on PC

Alright, a few months ago, I bought GTA 4 for my new laptop(hush) and successfully installed it without issue.
However, running the game is like raping a stop sign: IT DOESN'T WORK.
I got a 3D Draw error, I believe, and looked up the problem, but found no help.
My parents since bought the game from me and attempted to sell it with no avail, so it's sitting on my kitchen counter, in box. My mom suggests that I try it again, but on another computer in the house. We have another laptop and two dekstops(one will not be tried, as it is older than the earth).
Any help will be appreciated.

You can forget about any laptop in the entire world. Use desktop PCs ONLY.

D3d draw error, i used to get that on an ancient game called Dungeon Keeper, does GTA have a OpenGl or Direct X option? If not then i have no idea (wait i already had no idea, oh well). Also try installing direct X again, but seriously dude, i have fewer clues about this than shaggy has at the beginning of Scooby Doo!
