Since windows in 8.1 the config.exe can not detect any compatible 3d devices (i guess cause of DX11)
could anyone make me a config.dat?
i dont remember max resolution for the game but i can do up to 1600X900
wish i still had the config.dat from my XP load but did not figure i would need it

Did you try running it in compatibility mode?
Also, how do you expect the game to identify your graphics driver if the setup can't do it?

Have you gotten it to work yet?
It maybe since you upgraded to windows 8.1 you will need to install the latest video driver for your computer.
Games will run very poorly if they run at all without the graphics driver installed on your computer.

It's unlikely that a newer graphics driver will help OP; in fact, the oldest driver he can find (as long as his video card is a low-spec POS) would be best.

The smartest thing to do is to have a secondary, low end machine for playing these. We are quickly getting far away from these eras, and eventually we won't be playing Driver 1 on new machines.
I'm building a custom Pentium 4 laptop, which will costing about $60.
You should be able to pick up an older machine off Ebay for $30.

Or just hex the .exe/use a different NOCD or not have a bootleg version like the OP has.
