Are you talking about keys.usa, lang.usa, mission.usa files ? If so, you can open them with a text editor, those three files are related to the game version ( mines are keys.fre, lang.fre, mission.fre for french ).
Some ftp links for the US version :

Thanks man unfortunately those links no longer work.
What changes can be made to those 3 files? I really want the in game music to play. Right now the music plays from the CD and when it's finished playing it stops. There's no change in the tempo when the cops start to chase you.

Still no luck finding the 2.1 patch for this game. I did however find the soundtrack with a total of 9 mp3 tracks. Is there a way to have the game play these instead?

Odd, because 4 of those 6 ftp links works, i was able to download the patch however.
The 3 files contains texts, so you can edit them if you will.
For the music, i do not know, because most of the time, i play without the cd

Thanks guys I did download Racing Freaks patch and it's the same as another I had that apparently was renamed. Boy this is getting expensive. I just ordered another CD on Ebay although I only paid $6.50 and recently bought the PSX version although that is going to look real ugly on a 40" LCD HDTV.
I wish GOG.com could get permission to remake this game.
I emailed member: someone about updating the vertex patch so as to hopefully fix the music issue. With his vertex patch it plays the first track and once it completes there's no more music. My current solution is to insert the CD and have it play the tracks but it's not the same as in the original Playstation game where the music would change as soon as the cops started to chase you.
But I appreciate everyone's efforts and suggestions in helping me out !

Ya, PC driver doesn't change the tempo when the cops chase you. It just plays that one track off the CD. They probably didn't want to keep switching tracks in-game because it could potentially take a long time to seek on some hardware. As for the not replaying the music, that seems kind of strange. What OS are you using?

I'm on Windows 7 32 bit and what I have been doing is to put the CD in right before I play and select play audio and then start the game. Is there a way to dump the audio files onto the hard drive and have it play from there?
I just received my copy of the original Playstation game and boy that has not aged well.
Two other bugs in the game:
1) You cannot change the gamepad configuration. If you do you get the horn to sound and can't exit the controller configuration screen. I have to use the default settings.
2) The hood came is pushed back where it exposes the wheels.
OT: But I also bought the Xbox and PC version of Driv3r and I must say the cops are much better at staying behind you. You no longer can count on them running into cars like they do in Driver which btw is part of the charm of the first game.
