I am thinking about retexturing the Monaco Police Car to its correct black and white paint scheme. What tools are required for this (besides Photoshop and Paint.net)? Also, is there any way to mod the game so that the Ford Torino with the police light on in free roam is available? Thanks and sorry if this is the wrong section...

Don't worry. It's in the right section. Anyways, as for changing the colors: I think it's in the vehicle files. Normally I wouldn't modify a piece of file because then my game will have a period and go apeshit. But I think it would have to be a file for the colors. Try looking for that. But be careful, your game could go unstable.

And I thought colors can't really be changed because aren't the textures ran through an alpha color? (Done when the game is in development) So wouldn't we have to edit the textures?

The colors are modified via shaders. In theory, it's possible to make a tool to do this. Otherwise, it's a lot of trial and error via hex-editing.
