What are you on about?
I don't think go kart was suppose to be in the survival game at all.
And if you have some kind of proof that these are actually true, show me them, i be interested to look at them.

Only a modification would allow it I guess.

Well, you can see a Dolva (from Nice) in the ingame cutscenes of Trapped (in Miami) so i guess it would have been possible to play cars from different cities.
