I'm trying to replace a traffic car horn, and it has to be 88kbps....however, Audacity, Goldwave-NONE of them let me set the bitrate to 88kbps.

You know, go to start-all programs-accessories-entertainment- audio recorder (not sure if that's the right name in English for it though)
Open the audio file, go to properties, clic on convert now, choose the right settings and then save.
