Self explanatory title!
I don't have too many good references for an actor to be Tanner, however I've gone between Patrick Dempsey, Matthew Fox and Bradley Cooper.
But as for Jones I'd like it to be Don Cheadle, or even Chadwick Boseman (actor for Black Panther in Marvel's Cinematic Universe). As for Jericho (Driver2/Driv3r reference), I thought on Javier Bardem or Jeffrey Dean Morgan. For Driver San Francisco as reference, no other than Jack Nicholson. For Caine, my very first thought was Bruce Willis.

Also, if you want to: which would be your storyline? Would you try to make an original film or a game-to-movie adaptation?
I would adapt Driver 2 to the cinemas. What would be your choice?
