In one scene of Driv3r there's a guy that looks like Tanner in Driver 2, he even wears a black tie.

Hmm I thought it was just a random person in Elevator or a bodyguard. Not really Tanner. I mean why would Tanner be at the Police HQ if at that point he was undercover in Miami. That said it I don't deny the chance of PostalDude's theory being correct.

I noticed this the first time I played through, and still everytime I do a playthrough of the game, I think that's Tanner. I always thought that was weird. If they forgot to change him, why didn't they notice especially when he's on the screen for a good 4 or 5 seconds? This is one of those things I just can't make sense of. :?

One of the opening cutscenes is obvious about this when you look into the background. When Tommy hops into Ken's car at the beginning, look in the background. The airport's tower and original runway are intact.

Yes, but you can only see them from the other island. Once the island they rest on loads, they're gone.

Yeah, I don't know why everyone's making it out to be more than it is. I noticed this when I first played Driv3r in 2004. It's not supposed to be Tanner; it's just a semi-subtle reference to Driver 2. It's pretty obvious that they intentionally made that cop look like Tanner and the developers probably knew that fans of the series would recognize him.

The majority of early VC cars also look exactly like their real life counterparts, EG, the Blista Compact, Sabre, Banshee .etc. Don't know why R* tried to pull that. Would've resulted in a sh*t-storm if they didn't change them.
