I have found a file that unlocks all cheats, cities and cars. It does work on my system and should work with different PC-versions of Driver 1.

If you already have the file CONFIG.DAT you should save it first. You can rename it to CONFIG.DAT.old for example.

The zipped file contains:

CONFIG.DAT
README.TXT

From the readme file:

Done By Jesseji and JJI_Team.

Just put (Config.dat) File in your Driver Folder and there you have it, the cheats are all there and all tracks or unlocked.
