Having an issue with the game you can't seem to figure out? Request assistance here!

So I found my copy of driver 1 on my old pc running windows 7. I installed it on this old machine and it ran fine after changing the config settings, etc. But when I installed the game on my new rig (also running windows 7) it gives me the "No 3D Devices Found" Error. I've installed directx, and my drivers are all up to date. The game simply won't work. Setting compatibility to windows 98 also doesn't work. I have not gotten an error like this with any other of my old pc games.

Oh and my pc specs are these:

GPU: GeForce GTX 750
CPU: i5 4690K @ 3.5 GHz
RAM: 8 GB
OS: Windows 7 Home Premium

Yeah I did. I don't think it's an issue necessarily with windows 7, cause what appears to be the problem is that it can't detect my gfx card. I have no clue why since it works with literally every game I've played it with. I've played games like CIA Operative which came out in 2002 and is running dx7/dx8. The exact error looks like this:

It's also strange because when a friend of mine sent me his files which worked up until I clicked save settings where it said "Configuration Error. This is extremely odd since my old hp computer can run the game flawlessly, worked today when I mounted the .iso file and started it, got cutscenes and everything. And yet this new pc which I know for a fact has it's latest drivers is not functional. The only other possible problem could be that the card is simply incompatible, or it's because I'm using a 1080i resolution on a TV as my monitor.

EDIT: After a reinstall the config recognizes a 3d device but it still give me "Configuration Error" when settings are saved.

EDIT 2: Found the issue, it's my monitor's resolution. Lowering it allowed the game to run flawlessly.
