No Abilities Mod

Abilities (Boost and Ram) are disabled in Single Player (and potentially in Multiplayer but not tested). It also skips the tutorial missions for them should you play through the story.
As a new addition, loading into Free Drive or progressing from one Chapter to another, the game will now bring up your first owned garage instead to rectify previous issues with Shift.
It's largely untested so if you run into any issues aside from the known ones, please let me know so I can try to get them fixed.

KNOWN ISSUES:
Sometimes after transitioning from one chapter to another, appropriate Shift tutorials won't trigger,
to fix this, just go back to the main menu and load your savegame
